This resource framework is intended as a guidance tool for the design, implementation and monitoring of home-grown school feeding programmes. It was jointly produced by WFP, FAO, IFAD, NEPAD, GCNF and PCD.
The purpose of the evaluation was to provide the MoH, donors and other stakeholders with an independent assessment of the performance and lessons from the implementation of the programme, in order to take informed decision on adaptation or scaling up in 2018.
The decentralized evaluation was commissioned by WFP Malawi Country Office and covers the “Final Evaluation of the School Meals Programme in Malawi with support from United States Department of Agriculture and Governments of Brazil and the United Kingdom, 2013-2015”. It was intended to assess the contribution of two School Meals projects to the WFP’s overall School Meals Programme in Malawi and to document achievements and potential of the two projects.
The terms of reference of the evaluation aim to inform stakeholders about the evaluation, clarify expectations and requirements and guide the evaluation team in its work during the various phases of the evaluation.
The decentralized evaluation was commissioned by the Lesotho Country Office and covers the National School Feeding Programme for the period 2007 - 2017. Over the evaluation period, the School Feeding Programme was implemented through a series of WFP development projects including DEV10266 (2006-08), DEV10582 (2008-10), and DEV200199 (2011-12); and a Trust Fund 200771 (2015-2019) between WFP and the Ministry of Education and Training.
